In a sweeping regulatory overhaul aimed at curbing fraud, improving transparency, and ensuring accurate valuation of Ghana’s gold exports, the Ghana Gold Board (GoldBod) has announced that all gold purchases must now be validated using X-Ray Fluorescence (XRF) assay technology. The new directive, issued on August 17, takes effect on September 1, 2026, and effectively ends the longstanding reliance on the water density method as the definitive measure of gold purity.
The move signals a major shift in how the state and licensed buyers assess doré gold—the unrefined gold-silver alloy produced by artisanal and small-scale miners—and comes amid growing scrutiny over valuation discrepancies and revenue leakages in the country’s gold trade.
End of an Era: Water Density Method Retired
For decades, Ghana’s gold buying chain has depended on the water density (Archimedes) method, which measures purity by comparing the weight of gold in air and water. While inexpensive and quick, the technique is notoriously prone to error—especially when gold contains impurities like mercury, copper, or other metals that alter specific gravity. Unscrupulous sellers have exploited these loopholes by alloying gold with cheaper metals, leading to overvaluation and significant financial losses for buyers and the state.
The new GoldBod directive mandates that XRF—a non-destructive, laboratory-grade analytical technique that uses X-ray fluorescence to precisely determine elemental composition—will become the “standard basis for determining purity.” XRF machines can detect trace elements with high accuracy in seconds, providing a definitive readout of gold content, silver content, and contaminants.
Tiered Compliance Across the Buying Chain
The regulation does not stop at GoldBod’s own purchasing desks. Licensed buyers and aggregators are now required to acquire suitable XRF equipment and ensure their personnel are properly trained in its operation. Importantly, the mandate extends down to Tier 2 and Tier 1 buyers—the grassroots-level purchasing agents who interact directly with small-scale miners—through licensed aggregators.
“Licensed aggregators must deploy XRF machines to their respective Tier 2 and Tier 1 buyers to enable accurate purity determination at source,” the notice stated. This aims to eliminate the practice of miners’ gold being undervalued or overvalued at the point of first sale, creating a transparent chain of custody from the mining site to the central bank.
Fallback Provisions with a Penalty
Recognising that some remote or cash-constrained buyers may not have immediate access to XRF devices, GoldBod has permitted a transitional exception: where an XRF machine is genuinely unavailable due to operational or logistical constraints, the water density method may still be used—but only as an indicative measurement.
In such cases, the buyer must purchase the gold at a minimum 0.5% purity discount (i.e., assume the purity is at least 0.5% lower than the water density result). The purchased gold must then be sent to GoldBod for an official XRF assay, and the Board’s result will determine the final settlement. This penalty discount is designed to discourage buyers from relying on the outdated method and to protect the state from overpaying.
Tolerance and Reconciliation
To address potential discrepancies between XRF readings taken at different points—for example, a buyer’s machine versus GoldBod’s laboratory—GoldBod has introduced a strict tolerance of ±0.05% (i.e., 5 basis points) when comparing successive XRF reports for the same gold batch. Any variation exceeding that threshold will trigger further verification, including re-testing and possible reconciliation of payments. This measure is intended to prevent disputes and ensure that no actor in the chain can manipulate results to their advantage.
Why This Matters: The State’s Gold Purchase Programme
The directive is deeply intertwined with the Bank of Ghana’s Domestic Gold Purchase Programme (DGPP), which was transferred to GoldBod following the passage of the Ghana Gold Board Act, 2025 (Act 1140). GoldBod now acts as the central buyer for both Gold for Reserves (G4R) and the now-defunct Gold for Oil (G4O) programme. In 2025 alone, GoldBod handled hundreds of thousands of ounces of artisanal gold—and the financial stakes are immense.
Recent controversies, including the fact-checked claim about gold trade losses (which we now know were misrepresented), have highlighted the sensitivity of purity valuation. If gold is overvalued even by 0.5% on a large volume, the state could lose millions of cedis. The XRF mandate is seen as a direct response to these concerns, aiming to lock in accuracy and eliminate the moral hazard of the water density method.
Implications for Small-Scale Miners
For the estimated 1.2 million artisanal miners who supply the bulk of doré gold, the change means they will face stricter scrutiny at the point of sale. While this may reduce the opportunities for mixing in low-grade scrap or mercury-laden ore, it also promises fairer pricing—if the XRF machines are properly calibrated and operators are honest.
However, the cost of XRF equipment (ranging from $5,000 to $20,000 for portable units) could prove prohibitive for smaller buyers, potentially driving consolidation in the buying sector. GoldBod has not yet announced subsidies or financing schemes for equipment acquisition, though industry observers expect such measures may follow.
Enforcement and Penalties
GoldBod has made clear that non-compliance from September 1 will constitute a breach of licence conditions, triggering regulatory and enforcement actions under Act 1140. This could include licence suspension, fines, or even criminal prosecution for wilful misrepresentation. The Board has indicated that it will conduct spot checks and audit XRF records—which buyers are now required to maintain for every purchase—to ensure adherence.
Industry Reaction
The Ghana Association of Gold Buyers has expressed cautious support, noting that XRF technology is long overdue. “We’ve been pushing for this for years because the water density method was a recipe for disputes,” said one association spokesperson. “But the Board must ensure that equipment is affordable and that training is accessible, especially for rural buyers.”
Environmental groups have also welcomed the move, as XRF can detect mercury and other toxic contaminants, potentially discouraging miners from using harmful chemicals if they know the gold will be tested for purity and composition.
Looking Ahead
The September 1 deadline gives licensed buyers just two weeks to procure machines and train staff—a tight timeline that may require temporary extensions in remote areas. GoldBod has promised to publish a list of approved XRF equipment and certified training providers by August 25 to facilitate compliance.
For Ghana’s gold sector, this regulatory shift represents a step towards modernisation and credibility. With the country now the sixth-largest gold producer globally, ensuring that every ounce is valued correctly is not just a matter of revenue—it is a matter of international trust. As GoldBod CEO Sammy Gyamfi noted in a separate briefing, “Accurate purity testing is the bedrock of a transparent gold market. This is how we protect the state’s reserves, the miners’ earnings, and Ghana’s reputation.”
