President John Dramani Mahama has intervened in a brewing land-use dispute in Tema, summoning key officials to an emergency meeting aimed at resolving a standoff between the Tema Metropolitan Assembly (TMA) and the state-owned TDC Company Limited.
The high-level meeting, scheduled for Monday, August 17, at 11:00 a.m. at the Presidency, will bring together TDC Managing Director Courage Nunekpeku, Tema Metropolitan Chief Executive Ebi Bright, the Minister for Local Government, and the Minister for Works, Housing and Water Resources.
The directive, issued on Friday, comes as tensions escalate over an ongoing development and infilling project at Community One Site Three—a historically significant residential enclave in the industrial city.
The dispute
At the heart of the conflict is a directive from the TMA ordering TDC to immediately halt all work on the project. The Assembly contends that the development is proceeding without the requisite building and planning permits, a violation of local bye-laws and the National Building Regulations.
But the dispute goes beyond paperwork. Residents of Community One have raised alarm over what they describe as the unannounced destruction of their neighbourhood’s character and amenities. According to petitions submitted to the Assembly, the project has led to:
· The felling of approximately 50 mature trees, which residents say provided shade and served as a natural buffer against flooding.
· The demolition of existing structures, some of which are believed to be legally occupied.
· Encroachment onto community playgrounds and designated green belts, reducing open spaces for children and recreation.
· The obstruction of access routes, limiting movement within the community and potentially compromising emergency response times.
Background to the conflict
TDC Company Limited, originally established as the Tema Development Corporation, is the primary developer of Tema’s residential and industrial areas. It holds significant land allocations in the city and is tasked with developing housing and infrastructure in line with national policy.
The Community One Site Three area has long been a focal point of urban planning debates. Originally designed as a model community with ample green spaces and pedestrian-friendly layouts, the area has seen increasing pressure for redevelopment as Tema’s population grows.
Sources close to the project indicate that TDC views the work as part of a broader urban renewal agenda, aimed at upgrading ageing infrastructure and increasing housing stock. However, the company’s failure to secure the TMA’s formal approval has raised questions about inter-agency coordination and the legal framework governing land use in state-owned areas.
Residents’ concerns
Community leaders have expressed frustration over what they perceive as a lack of consultation. In a statement, a residents’ association spokesperson said, “We are not opposed to development, but we cannot stand by while our playgrounds are taken away and our trees are cut down without any dialogue. This is our home, and we deserve a say.”
The dispute also touches on broader issues of urban governance, including the balance between development and environmental preservation, and the role of local assemblies in supervising projects within their jurisdictions.
The way forward
Monday’s meeting is expected to serve as a forum for all parties to clarify their positions, address the legal and procedural questions raised, and chart a path forward. President Mahama, who has emphasised participatory governance and transparent land administration, is likely to push for a compromise that respects regulatory processes while addressing community concerns.
For now, the halt order remains in effect, and the future of the project hangs in the balance as the capital awaits the outcome of the presidential intervention.
