Gov’t revokes Adamus Resources mining leases over illegal mining violations

The Ministry of Lands and Natural Resources has revoked three mining leases belonging to Adamus Resources Limited following confirmed breaches of Ghana’s mining laws, including the unlawful engagement of foreign nationals in illegal mining activities known as “galamsey.”

In a statement issued on April 26, 2026, the Ministry announced the immediate revocation of the Akanjo, Salman, and Nkroful mining leases. The decision follows investigation reports from the Minerals Commission that established multiple violations of the Minerals and Mining Act, 2006 (Act 703).

Multiple Infractions Found

The investigation revealed that Adamus Resources unlawfully sub-contracted mining operations on their concessions without obtaining mandatory ministerial consent as required under Section 14 of Act 703.

Additionally, mining activities were conducted without approved operating plans or valid permits from the Chief Inspector of Mines, violating Regulation 8(1) of the Minerals and Mining (Health, Safety and Technical) Regulations, 2012 (LI 2182). The company also failed to secure requisite approvals from the Environmental Protection Authority.

Most significantly, foreign nationals—specifically Chinese citizens—were unlawfully engaged in mining activities on the affected concessions, contravening Section 99(5)(a) and (b) of the Minerals and Mining (Amendment) Act, 2019 (Act 995).

Environmental Damage Cited

The investigation further found that mining operations were substandard and conducted outside designated mining areas, far from approved mine infrastructure. The illegal activities have caused significant environmental degradation, including land disturbance and damage to ecosystems.

Criminal Charges Possible

The Minister, acting on the advice of the Minerals Commission under Section 100(2) of Act 703, determined that immediate revocation is warranted in the public interest.

The Ministry stated that the revocation does not preclude any criminal charges that may be brought against Adamus Resources Limited, its directors, and management under Act 995.

Worker Protections

The Ministry assured that steps will be taken to safeguard lawful jobs and livelihoods of workers affected by the decision, with appropriate measures to be announced in due course.

The government reaffirmed its commitment to protecting Ghana’s natural resources and taking decisive action against all forms of illegal mining.
