Mahama commissions refurbished TOR unit, hails zero government-funding miracle


In a momentous occasion for Ghana’s industrial sector, President John Dramani Mahama has officially commissioned the newly refurbished Crude Distillation Unit (CDU) at the Tema Oil Refinery (TOR). The ceremony, held at the sprawling industrial enclave in Tema, not only marked the return of the nation’s primary refining facility to operational status but also signified a strategic pivot toward maximizing the value of Ghana’s own hydrocarbon resources.

The highlight of the event was the symbolic receipt of a shipment of Ghana’s Jubilee field crude oil into the refinery’s holding tanks. For the first time in years, the CDU will process domestically sourced crude, a move that President Mahama described as a “game-changer” for the national economy.

The Backbone of Refining

During his address, the President provided a technical overview of the revitalized unit. The CDU, often referred to as the “heart” of the refinery, acts as the primary processing facility. It separates raw crude oil into various fractions—such as naphtha, kerosene, and atmospheric gas oil—through atmospheric distillation, based on their varying boiling points. Once separated, these fractions undergo further catalytic processing to produce finished products including premium gasoline, automotive diesel, liquefied petroleum gas (LPG), and heavy fuel oil.

A Triumph of Management Over Adversity

What made the revival particularly striking, President Mahama emphasized, was the financial discipline displayed by TOR’s leadership. The President publicly commended the Board, management, and workforce of the refinery for executing the turnaround project without drawing directly from the national treasury.

“This is not a story of government bailouts or heavy fiscal injections,” President Mahama stated. “It is a story of innovation, astute financial management, and a relentless work ethic. The management of TOR has demonstrated that with the right leadership, state-owned enterprises can thrive even in the most challenging fiscal climates.”

He noted that the refurbishment was achieved through a carefully structured maintenance program and strategic partnerships with technical vendors, ensuring that the facility met modern safety and environmental standards.

A Strategic Leap for Energy Security

The full-scale restart of the CDU carries profound implications for Ghana’s macroeconomy. For years, Ghana has been paradoxically exporting its crude oil to international markets while importing fully refined petroleum products at a significant premium. This practice, often criticized by economists, drained the country of valuable foreign exchange reserves.

By refining the Jubilee crude locally, TOR is expected to:

  1. Reduce Import Bills: Significantly lower the country’s reliance on imported gasoline and diesel, saving millions of cedis in foreign currency.
  2. Stabilize Fuel Prices: Domestic processing should buffer the local market from sharp global price volatility, providing stability for consumers and transport operators.
  3. Boost Ancillary Industries: The availability of local refined products—and byproducts like bitumen and petrochemical feedstocks—is expected to lower operating costs for local industries, construction firms, and agro-processing sectors.

The Road Ahead

While the commissioning is a monumental victory, the President cautioned that it is only the first phase of TOR’s long-term revival. He reiterated the government’s vision to eventually expand the refinery’s capacity to meet the nation’s total domestic consumption, positioning Ghana as a net exporter of refined products within West Africa.

The Tema Oil Refinery, established in 1963, has weathered decades of operational challenges, from aging infrastructure to legacy debt. Saturday’s commissioning, however, breathes new life into the facility, signaling that Ghana is finally ready to harness the full value chain of its oil wealth.
