CAF President Patrice Motsepe expected in Senegal for crucial talks amid AFCON title dispute

Confederation of African Football (CAF) President Patrice Motsepe is expected to arrive in Senegal tomorrow, Tuesday, for a high-stakes visit aimed at easing tensions with the Senegalese Football Federation and government authorities following a controversial ruling by CAF’s Appeals Jury.

The mission comes amid one of the most significant governance crises in African football history, sparked by the Appeals Jury’s decision to overturn Senegal’s 1-0 victory over Morocco in the 2025 Africa Cup of Nations final and award the title to the Atlas Lions.

Tensions Flare After Appeals Jury Ruling

On March 17, 2026, CAF’s Appeals Jury ruled that Senegal had violated tournament regulations when players and staff temporarily left the pitch in protest after Morocco were awarded a late penalty. The jury declared the match a forfeit for Senegal, recording a 3-0 administrative victory for Morocco and stripping the Lions of Teranga of their continental crown. The decision was based on Articles 82 and 84 of the competition’s regulations, which govern match abandonment.

The ruling sparked an immediate and sharp backlash from the Senegalese Football Federation, which condemned the decision as “unfair, unprecedented, and unacceptable,” arguing that it brought discredit to African football. The federation swiftly launched an appeal to the Court of Arbitration for Sport (CAS) in Lausanne, seeking to have the ruling overturned and Senegal reinstated as the legitimate 2025 AFCON champion.

Motsepe’s Mission: Dialogue and Reconciliation

President Motsepe’s visit, initially flagged during a press conference in Cairo on March 29, is now confirmed for Tuesday. The CAF chief has consistently stated that he will “respect and implement” whatever decision CAS ultimately reaches, adding that his “personal opinion regarding the matter is irrelevant”.

During his stay, Motsepe is expected to meet with senior officials of the Senegalese Football Federation and Senegalese authorities to stress the importance of “working together to grow African football”. The visit is also intended to rebuild trust in CAF’s judicial and refereeing structures. CAF has announced it “is implementing changes and improvements to their statutes and regulations that will strengthen trust and confidence in (African) referees, VAR operators and judicial bodies,” with a commitment that the “incidents that took place at the final… do not happen again”.

CAS Appeal Underway as Dispute Continues

As Motsepe prepares to land in Dakar, the dispute remains unresolved at sport’s highest level. CAS has confirmed that Senegal’s appeal has been registered, though no timetable for a verdict has been set. The Senegalese federation has also requested additional time to file its full brief, citing that CAF has yet to provide detailed written reasons for its initial decision.

CAS Director General Matthieu Reeb has acknowledged the urgency of the case, stating, “We understand that teams and fans are eager to know the final decision, and we will ensure that arbitration proceedings are conducted as swiftly as possible, while respecting the right of all parties to a fair hearing”.

The controversy has already had knock-on effects beyond the pitch. Senegal continues to parade the AFCON trophy and has worn shirts featuring two stars—one for their 2022 triumph and one for the disputed February victory—during international matches, including a recent World Cup warm-up against Peru.

As Motsepe touches down in Dakar, the eyes of the African football community will be on the outcome of his talks. With the CAS process likely to stretch on for months, the CAF president’s immediate challenge will be to calm tempers and restore a working relationship with one of the continent’s most aggrieved football nations, while reaffirming the governing body’s commitment to transparent and fair governance.
