The Economic and Organised Crime Office (EOCO) has reportedly seized 17 properties belonging to Dennis Miracles Aboagye, a prominent figure in the opposition New Patriotic Party (NPP), as part of an ongoing investigation into the alleged misappropriation of approximately GH¢55 million during his tenure as Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD).
The claim was made by Solomon Owusu, Director of Communications for the United Party (UP), during an interview on Accra FM on September 28, 2026. “What I’m understanding now is the astonishing worth of the guy. Initially, they said they had seized four of his properties. I can tell you that now it is about 17. Quote me anywhere,” Owusu said.
However, the figure remains unconfirmed by EOCO. An Accra High Court order dated 27 July 2026, granted by Justice Charity Akosua Asem, a Justice of the Court of Appeal sitting as an additional High Court judge, lists only four landed properties and five bank accounts. The affected assets include a seven-bedroom residence at Larteh in the Eastern Region, a two-bedroom house at Spintex in Accra, a residential apartment complex at Adjiringanor in Accra, and a 15-acre parcel of land also at Larteh. All five bank accounts cited in the order belong to Aboagye.
The freezing order also extends to accounts and assets linked to the former accountant of IMCCoD, Gerald Appiah, and a company, Hillside Piggery and Meat Processing Limited.
Who is Dennis Miracles Aboagye?
Dennis Edward Aboagye, popularly known as “Miracles,” is a communications strategist and former Director of Local Government Services under the previous NPP administration. He served as Executive Secretary of IMCCoD and was a member of the communications team for the NPP’s 2024 flagbearer, Dr. Mahamudu Bawumia. He had recently declared his intention to contest for the position of NPP National Communications Director.
The Arrest and Investigation
EOCO arrested Aboagye at Kotoka International Airport on 12 July 2026, upon his return from abroad. The arrest followed a Stop Order placed on him to prevent travel that could interfere with the investigation. Officers of the Ghana Immigration Service intercepted him upon arrival and handed him over to EOCO.
According to EOCO, the investigation began after the office received a petition from the current Executive Secretary of IMCCoD, requesting further investigations into a forensic audit covering the period from 1 August 2022 to 2 February 2025. The audit concerned the suspected misappropriation, misapplication, diversion, and theft of public funds amounting to about GH¢55 million.
Aboagye and Appiah, along with other persons, are being investigated for alleged offences including conspiracy to steal and stealing, using public office for profit, causing financial loss to the State, dissipation of public funds, defrauding by false pretences, money laundering, and other related offences.
EOCO disclosed that Gerald Appiah has voluntarily begun refunding some of the funds linked to the alleged offences. However, the agency stressed that the refunds do not end the investigations or clear any suspect of criminal liability.
Additional Allegations
The IMCCoD Secretariat added an allegation in a statement dated 27 July 2026, claiming that Aboagye requested that portions of the forensic audit be removed, including findings on a bank account that recorded transactions of GH¢102,256,802.69. The statement said the request came at a meeting on 18 July 2025 at the office of one of his lawyers. Aboagye’s response to this allegation was not immediately available.
Aboagye Denies Wrongdoing
Aboagye has vehemently denied the allegations. In a Facebook post after his release from EOCO custody, he wrote: “I AM OUT. I AM UNBROKEN. AND I AM MORE READY THAN EVER.” He described his arrest as part of a “false narrative” aimed at intimidating him. “FOR THE RECORDS: THERE WAS NO discussion of ANY GH¢55 million cedis with me by EOCO. None!!!” he added.
He was subsequently granted bail in the sum of GH¢50 million with three sureties, two to be justified.
NPP Alleges Political Motivation
The NPP has described the arrest as politically motivated and accused the government of using state institutions to intimidate its political opponents. In a statement posted on Facebook on 12 July 2026, the party’s General Secretary, Justin Frimpong Kodua, said: “Let us be claimed clear about what this is. It is not law enforcement. It is intimidation.” The party demanded Aboagye’s immediate release or his arraignment before a court.
The NPP also that Aboagye had been a vocal critic of the government, particularly on issues relating to illegal mining (galamsey), and had only recently announced his intention to contest for a leadership position within the party.
What Happens Next
A freezing order is a temporary measure to preserve assets while investigators work, and it is not a finding of guilt. The order bars transactions on the accounts and prohibits the sale, transfer, mortgage, or disposal of the properties until the court orders otherwise.
The investigation is ongoing, and EOCO has reaffirmed its commitment to conducting it professionally, impartially, and within the law, while respecting the constitutional rights of all persons under investigation.
For now, the case raises significant questions about the scale of the alleged financial irregularities at IMCCoD and the extent of Aboagye’s property holdings, which remain the subject of an increasingly contentious legal and political battle.
