Legal practitioner questions sale of Metro Mass buses at fraction of value

Private legal practitioner Martin Kpebu has raised serious concerns over the controversial sale of Metro Mass Transit buses, questioning how vehicles reportedly disposed of for as little as GH¢3,000 could later be valued at more than GH¢38,000.
Speaking on January 24, Mr Kpebu described the disclosures as evidence of persistent impunity and inadequate accountability in the management of public assets. He stressed that the discrepancies in pricing demand a thorough investigation to establish the true condition of the buses at the time of sale.
“How can a bus sold for around GH¢3,000 be valued at over GH¢38,000 even after the engine and rear axle had been removed?” he asked. “It suggests the vehicle could have fetched far more on the open market.”
Mr Kpebu emphasised that any probe should focus on facts rather than political motives. “This is about accountability, not witch-hunting,” he said, adding that prosecuting wrongdoing would deter future misuse of state resources.
He criticised what he called a culture of mutual protection among political elites across administrations, where irregularities under one government are overlooked by the next. While acknowledging similar issues have occurred under various regimes, he expressed hope that the current environment might bring greater scrutiny.
The lawyer urged investigative bodies, including the Office of the Special Prosecutor, to pursue the matter rigorously. “Patterns of conduct can raise legitimate suspicion even when direct evidence is initially scarce,” he noted. “If prosecutions follow, such practices will stop.”
The controversy surrounding the sale of Metro Mass buses continues to fuel public debate on transparency in the disposal of state property.
