In a decisive push to combat the environmental devastation caused by illegal small-scale mining, the Chief Executive of the Tree Crops Development Authority (TCDA), Dr. Andy Osei Okrah, is championing a large-scale initiative to convert degraded mining sites into thriving oil palm plantations.
Speaking on the Wonsom current affairs programme on Akoma 87.9FM in Kumasi on Saturday, August 15, Dr. Okrah unveiled the Authority’s strategy under the National Initiatives for Sustainable Climate-Smart Oil Palm Smallholders. The programme aims to reclaim the vast tracts of arable land that have been rendered desolate by galamsey operations, which have not only stripped the soil of fertility but also contaminated water bodies and threatened the food security of surrounding communities.
A Strategic Tool for Restoration
Dr. Okrah noted that the initiative will involve the distribution of climate-resilient oil palm seedlings to beneficiary communities, coupled with the provision of small-scale processing equipment and comprehensive soil analysis tests. “We are moving beyond mere rhetoric to concrete action,” he said. “The oil palm is uniquely resilient. Its deep-rooting nature allows it to thrive in degraded soils, and over time, its cultivation will restore the organic matter and structure of the land, significantly reducing the carbon footprint left behind by mining activities.”
The TCDA boss emphasized that the intervention is designed to empower miners and local residents with sustainable skills. By transforming the landscape into economically viable farms, the initiative directly addresses the spectre of “ghost towns” that often emerge once mineral deposits are exhausted.
The National Context
The destruction of agricultural lands by illegal miners has become a critical national emergency. According to recent environmental assessments, thousands of hectares across the Ashanti, Eastern, and Western regions have been left with gaping pits and toxic residues. The TCDA, established under the Ministry of Agriculture to regulate and drive the development of tree crops, views this reclamation as a dual-purpose solution: environmental remediation and economic diversification.
Economic and Environmental Synergy
Dr. Okrah highlighted that expanding local oil palm production would reduce Ghana’s reliance on imported crude palm oil—a sector where the country currently spends millions of dollars annually. Beyond the economic factor, the cultivation of oil palm offers significant climate-smart benefits. The perennial crop sequesters carbon dioxide at a higher rate than annual crops, helping to mitigate the climate change impacts exacerbated by deforestation and mining.
Furthermore, the processing equipment to be provided will enable communities to add value to their produce locally, creating jobs in the pressing, refining, and packaging sectors. “This is not just about planting trees; it is about rebuilding livelihoods and giving communities a stake in their own future,” Dr. Okrah stated, noting that initial soil tests will ensure that the specific mineral deficiencies in each site are addressed with tailored fertilization regimes.
Challenges and Community Cooperation
While the proposal has been met with enthusiasm by farmers’ groups, experts caution that sustainable reclamation requires a multi-stakeholder approach. The success of the TCDA’s plan will depend heavily on the cooperation of Municipal and District Assemblies to prevent renewed illegal encroachment on the restored sites. Sensitization campaigns will be rolled out concurrently to educate locals on the long-term profitability of oil palm versus the short-term gains of mining.
A Path Forward
Dr. Okrah concluded his address by appealing to the Ministry of Lands and Natural Resources and the Environmental Protection Agency to support the regulatory framework needed to expedite the project. “We have the technology, the seedlings, and the will. The land is broken, but it is not dead. With this intervention, we can turn a national tragedy into a model for sustainable land reclamation,” he affirmed.
The pilot phase of the initiative is expected to commence in the most heavily affected districts within the coming months, with a target of restoring at least 5,000 hectares by the end of the 2027 planting season.
