Why Engineers and Planners Ltd won the Damang bid

The Ministry of Lands and Natural Resources has officially awarded the Damang Mining Lease to Engineers and Planners Ltd (E&P) following a competitive tender process, the government announced on April 8, 2026.

The decision, based on recommendations from the Minerals Commission’s Tender Committee established under Regulation 261 of LI 2176, saw four companies submit bids by the March 31 deadline. Two bidders were disqualified at the initial compliance stage.

Why E&P won

According to the Ministry, E&P emerged as the successful tenderer for six specific reasons:

Full compliance: E&P satisfied all mandatory requirements, including proof of Ghanaian registration, valid tax, SSNIT and VAT clearance certificates, and payment of the GHS100,000 application fee. Maripoma Mining Services Ltd and Vortex Resources Mining Group were disqualified for failing to submit required documents.

Financial capacity: The company provided documentary evidence of access to financing meeting the minimum USD 500 million threshold required to operate the mine.

Relevant experience: E&P demonstrated site-specific knowledge of Damang’s operations, infrastructure and geological characteristics.

Development plan: The company submitted proposals including concrete measures to extend the mine’s life beyond ten years.

Technical score: E&P achieved the highest evaluated technical score. The only other responsive bidder, Heath Goldfields Ltd, failed to reach the minimum qualifying score of 80 percent.

Overall viability: The Tender Committee stated that E&P “demonstrated the highest capability to operate the Damang mine, substantiated by their submission of the most viable tender.”

The government has directed the Minerals Commission to take all requisite regulatory steps to implement the decision, reaffirming its commitment to maintaining Damang’s contribution to Ghana’s economy.
