PAC summons former Health Minister Bernard Okoe Boye over GH¢20m payment for ‘unseen’ Parliamentary hospital

Parliament’s Public Accounts Committee (PAC) has summoned former Minister of Health, Dr Bernard Okoe Boye, and the former Administrator of the District Assemblies Common Fund (DACF) to answer questions regarding an alleged irregular payment of GH¢20 million for a proposed Parliamentary Service Hospital.

The Committee expressed concerns over suspected breaches in the award and execution of the contract for the facility, which it says has no visible evidence of construction.

The issue emerged on Wednesday, April 1, 2026, when officials from the DACF appeared before the Committee. The Administrator, Mr Michael Harry Yamson, disclosed that the contract was signed between the Ministry of Health and a private contractor, Siena Services.

According to Mr Yamson, the total contract sum was approximately $46.9 million, with a 15 percent mobilisation fee of over GH¢108 million agreed under the terms. Out of that mobilisation amount, GH¢20 million was paid to the contractor on December 31, 2024.

However, the Committee’s Chairman, Mr Samuel Atta Mills, questioned the existence of the project, noting that there was no visible work on the ground.

“I have not seen the Parliamentary Service Hospital being built, and 15 percent was over GH¢100 million, yet GH¢20 million was paid,” he said.

The Committee has therefore summoned Dr Okoe Boye and the former DACF Administrator to provide further explanations regarding the transaction and the status of the project.
