Gov’t sets April 1 deadline for courier operators to register or face sanctions

The government has issued a final ultimatum to all courier and logistics operators in the country, mandating registration on a new digital platform by March 31 or risk facing regulatory sanctions starting April 1.

The directive was announced by the Minister for Communications, Digital Technology and Innovations, Samuel Nartey George, during the launch of the Integrated Courier and Logistics Management System–Ghana (ICOLMS-Ghana) on Thursday, March 12.

The newly unveiled ICOLMS-Ghana platform is designed to enhance regulatory oversight of the rapidly growing courier and logistics industry while bolstering the security and efficiency of Ghana’s e-commerce ecosystem.

Minister George emphasized that the window for compliance is limited and non-negotiable. He stated that all stakeholders, from large logistics firms to individual delivery riders, must register and integrate with the system within the next 19 days.

“The grace period begins today, March 12, and runs until March 31. Within these 19 days, whether you operate as a company or as a single delivery rider, you must register on the ICOLMS-Ghana platform,” the Minister declared.

He added that established courier companies are also required to ensure their internal operational systems are fully integrated with the new digital platform within the same timeframe.

Following the expiration of the deadline on March 31, the Minister warned that the Postal and Courier Services Regulatory Commission, in collaboration with the Ghana Police Service, will commence a nationwide enforcement exercise against unlicensed operators.

“After March 31, enforcement will commence in collaboration with the Ghana Police Service. There will be no moratorium and no excuses. I will not intervene,” he cautioned.

The Minister noted that a previous enforcement drive was paused in August 2025 to give operators time to prepare for the new digital system. However, with the launch of ICOLMS-Ghana, he stressed that there is no further justification for non-compliance with the country’s postal and courier regulations.
