Digital Broadcasting Future: Sam George inaugurates 13-member committee to stabilize DTT platform

In a decisive move to safeguard the future of Ghana’s digital broadcasting landscape, the Minister for Communication, Digital Technology and Innovations, Samuel Nartey George (popularly known as Sam George), has inaugurated a 13-member committee tasked with developing a sustainable operational model for the nation’s Digital Terrestrial Television (DTT) platform.

The Minister convened a high-level stakeholder meeting in Accra on Tuesday, February 24, 2026, bringing together key players in the broadcasting value chain to address pressing concerns regarding the platform’s long-term viability.

During the deliberations, Minister George underscored the critical importance of the DTT platform, describing it as the most widely accessible broadcasting medium in the country. He emphasized that ensuring its sustainability is not merely an operational necessity but a cornerstone of Ghana’s broader digital broadcasting agenda.

“The DTT platform is fundamental to our national digital infrastructure and remains the primary source of television content for the majority of Ghanaians,” the Minister stated. “It is imperative that we collectively find a model that guarantees its survival, efficiency, and continued accessibility.”

A Framework for Fairness and Transparency

To tackle the core challenges of operational costs and infrastructure management, the Minister announced the formation of a specialised committee, to be chaired by the National Communications Authority (NCA). The committee’s primary mandate is to craft a fair and transparent cost-sharing framework that will govern the operation of the DTT platform, ensuring that the financial burden is equitably distributed among stakeholders while maintaining service excellence.

The committee has been given a tight 30-day deadline to present a preliminary report. Following this, the Minister assured stakeholders that a reconvened meeting would be held to review the proposals in detail. He was emphatic that the process would remain consultative and inclusive, with no final decisions being taken without further input from all parties involved.

Scope of Discussions and Committee Composition

The high-level discussions at the meeting covered a broad spectrum of technical and financial issues, including operational costs, service quality benchmarks, network reliability, and the efficient use of existing broadcast infrastructure.

The newly formed 13-member committee boasts a diverse cross-section of the industry, ensuring that all critical voices are represented. The members include:

· National Communications Authority (NCA) – Chair
· Ministry of Communication, Digital Technology and Innovations
· Ghana Independent Broadcasters Association (GIBA)
· Ghana Broadcasting Corporation (GBC)
· National Media Commission (NMC)
· KNet Ltd
· Other key stakeholders from the broadcasting and technology sectors.

This inclusive approach is seen as a critical step toward building consensus and securing the buy-in necessary to implement any new policies successfully. Stakeholders present expressed cautious optimism, viewing the committee’s formation as a positive and necessary step toward resolving the financial and operational hurdles that have long plagued the digital broadcasting space.
