Attorney General and Minister of Justice denies plea bargaining with alleged criminals

Accra, Thursday, February 5, 2026 – The Attorney-General and Minister of Justice, Dr. Dominic Ayine, has firmly denied any engagement in plea bargain negotiations with individuals implicated in the high-profile Operation Recover All Loot (ORAL) cases.

The Minister’s statement comes in response to circulating media reports suggesting such negotiations were underway. Dr. Ayine categorically refuted these claims, asserting that no plea deals have been entered into and no discussions are currently taking place.

Dr. Ayine made the clarification during a working visit by the Vice-President, Professor Naana Jane Opoku-Agyemang, to the Ministry of Justice in Accra.

Outlining the procedural steps being taken, the Attorney-General disclosed that a total of 16 investigative dockets related to the ORAL cases are undergoing a rigorous review process. This review is being conducted in close collaboration with the relevant investigative agencies.

“We have 16 dockets under review, and these will go through a process of critical scrutiny,” Dr. Ayine stated. “Where we identify loopholes in the investigations, we will ask the investigative authorities to provide additional evidence.”

He emphasized the integrity of the process, assuring the public that none of the submitted dockets have been compromised. Drawing a parallel to ongoing prosecutions, such as the National Service case, Dr. Ayine vowed that the law would take its full course.

“I assure Ghanaians that individuals found culpable will be held accountable under the law,” he stressed.

The visit by Vice-President Opoku-Agyemang underscores the government’s focus on the justice sector and the importance of the ORAL initiative in the national agenda for accountability and the recovery of state assets.
