Iranian state television reported on Wednesday that it has obtained a draft of an unofficial initial framework for a memorandum of understanding between Iran and the United States, aimed at reopening commercial shipping through the strategic Strait of Hormuz and ending the U.S. naval blockade.
According to the broadcast, the proposed framework would require the United States to withdraw its military forces from the vicinity of Iran and lift its naval blockade. In return, Iran would commit to restoring the number of commercial transit ships passing through the Strait of Hormuz to pre-war levels within one month.
State TV added that, under the draft, the management and routing of ship traffic through the waterway would be handled by Iran in cooperation with Oman.
The report further stated that if a final agreement is reached within 60 days, the arrangement would be submitted for approval as a binding United Nations Security Council resolution.
Describing the so-called Islamabad memorandum framework as not yet finalized, Iranian state television emphasized that Tehran would take no steps without tangible verification of the other side’s compliance.
