President John Dramani Mahama has officially commissioned Mrs. Kalsoume Sinare Baffoe as Ghana’s Ambassador-designate to the Kingdom of Spain, tasking the seasoned creative arts icon with deepening diplomatic and economic relations between the two nations .
The swearing-in ceremony took place on Tuesday, March 17, 2026, at the Jubilee House in Accra, marking the formal appointment of the 58-year-old former actress to represent Ghana’s strategic interests in the European kingdom .
From screen to statecraft
Sinare Baffoe’s appointment, first announced in June 2025 as part of a list of 15 diplomatic nominees, represents a notable transition from Ghana’s creative arts industry to frontline diplomacy . She succeeds H.E. Regina Appiah-Samacy in the role .
The new ambassador-designate brings extensive experience from a career spanning nearly four decades in film, modelling, and public engagement. She first rose to prominence in the late 1980s, representing Ghana at the Miss Model of the World pageant in 1990, where she claimed the title of Miss Model of Africa .
Her filmography includes more than 50 productions, with memorable performances in movies such as Out of Sight, Babina, Trinity, Crossfire, Ties That Bind, and Sala — the latter earning her a Golden Actress Award at the Golden Movie Awards in 2017 .
Academic preparation for diplomacy
Beyond her entertainment credentials, Sinare Baffoe has deliberately prepared for her diplomatic role through academic pursuit. She holds a master’s degree in International Relations and Diplomacy from the Ghana Institute of Management and Public Administration (GIMPA), completed in 2021, as well as a bachelor’s degree in Public Service and Governance from the same institution .
She earlier obtained a diploma in Theatre Arts from the University of Ghana, Legon .
This combination of creative industry experience and formal diplomatic training positions her uniquely to advance what observers describe as “cultural diplomacy” — using international visibility and soft power to strengthen bilateral relations .
Strategic priorities
In his remarks during the ceremony, President Mahama charged the new envoy to leverage her experience, education, and networks to foster mutual growth and understanding between Ghana and Spain .
According to government sources, her mandate encompasses deepening cooperation in trade, tourism, investment, and cultural exchange — areas where Spain represents a strategic partner for Ghana . The Mahama administration is seeking to consolidate relations with key European partners through renewed engagement, with particular focus on renewable energy, migration management, and creative industries .
The president encouraged Sinare Baffoe to apply her skills in building robust relationships with Spanish authorities and stakeholders while attending to the welfare and concerns of Ghanaians residing in Spain .
Industry support
The ceremony drew notable figures from Ghana’s creative arts industry, including actress Jackie Appiah, Samira Yakubu, and Jackie’s son Damien . Also in attendance was Anthony Baffoe, husband of the new ambassador-designate, and the CEO of Afrikiko .
Her appointment reflects a growing recognition of public figures with international visibility to project Ghana’s image on the global stage .
Diplomatic lineage
Sinare Baffoe follows in a family tradition of diplomatic service. Her brother, Alhaji Said Sinare, has previously served as Ghana’s ambassador to Saudi Arabia and Egypt, and was among five envoys sworn in by President Mahama in February 2026 .
Next steps
As ambassador-designate, Sinare Baffoe will assume full duties after completing the required accreditation procedures with Spanish authorities . Her commissioning marks the beginning of the formal diplomatic process, with responsibilities including fostering bilateral cooperation, promoting trade and investment, and advancing Ghana’s foreign policy objectives in Spain .
Ghana and Spain have maintained longstanding diplomatic relations spanning trade, migration, security, and cultural exchange — a partnership the Mahama administration is seeking to further strengthen through renewed engagement .
The appointment forms part of President Mahama’s broader diplomatic push, which has included nominations of professors, business leaders, and public servants to represent Ghana across key missions worldwide .
