NHIA unveils ‘change ambassadors’ to drive digital transformation of health insurance scheme

In a significant step toward modernising the National Health Insurance Scheme (NHIS), the National Health Insurance Authority (NHIA) has officially unveiled a team of “Change Ambassadors” tasked with promoting its latest digital innovation, the Electronic Health Facility Attendance Management System (NeHFAMS).

The unveiling ceremony, which took place in Winneba, was led by the Deputy Chief Executive of Operations, Dr. Senanu Kwesi Djokoto. The newly appointed ambassadors will be at the forefront of implementing the One-Time Attendance Code (OTAC) and One-Time Password (OTP) system—a digital platform designed to curb fraud, eliminate illegal charges at health facilities, and improve overall efficiency in service delivery.

According to Dr. Djokoto, the initiative aligns with the government’s broader goal of achieving Universal Health Coverage (UHC) by 2030. He explained that the system would not only strengthen member authentication but also support an impending 120 percent adjustment in NHIS tariffs and pave the way for the rollout of the Free Primary Health Care (FPHC) policy.

Speaking at the closing ceremony of the third batch of a train-the-trainer programme, Dr. Djokoto urged the ambassadors and all NHIA staff to remain focused and committed to the Authority’s vision of restoring public trust in the NHIS through excellence and innovation.

“The introduction of OTAC and OTP is not about witch-hunting our credentialed service providers. It is about reinforcing the strong partnership between the NHIA and providers to make the scheme more beneficial for all,” he stated.

He emphasised that the platform reflects management’s zero-tolerance stance on illegal charges at service points and reaffirmed the Authority’s dedication to expanding financial access to healthcare for all Ghanaian residents.

Dr. Djokoto also praised staff for their collective efforts in achieving an unprecedented milestone—growing active NHIS membership to over 20 million in 2025. He encouraged them to sustain the momentum and aim for even higher enrolment by the end of 2026.

In a related development, Dr. Djokoto congratulated Mr. Joe Annor Darkwah on his appointment as Acting Director of the Management Information Systems (MIS) Directorate, calling for unified support to help him succeed in his new role.

The Winneba training brought together 300 selected staff from the Central, Eastern, Volta, Oti, Western, and Greater Accra Regions for an intensive two-day session organised by the MIS Directorate. Similar programmes have already been held in Kumasi and Tamale, with the final session expected to wrap up in Kumasi.
