CLOGSAG orders indefinite nationwide strike over unresolved conditions of service

The Civil and Local Government Staff Association, Ghana (CLOGSAG) has directed its entire membership in the Civil Service and Local Government Service to proceed on an indefinite strike starting Monday, March 9, 2026.

In a notice issued from its National Headquarters in Accra on Thursday, the union instructed all staff to stay at home until further notice, citing the government’s failure to address long-standing grievances despite prior warnings.

“The issues remain unresolved and as a result, all staff of the Civil Service and Local Government Service are enjoined to stay at home with effect from Monday, 9th March, 2026 until further notice,” the statement signed by Executive Secretary Isaac Bampoe Addo read.

Broken promises since 2019

Addressing the media shortly after the directive was released, Mr Bampoe Addo explained that the industrial action stems from the government’s prolonged failure to implement an agreed salary structure and improved conditions of service for its members.

He revealed that negotiations on the matter date back to 2019, with two separate Memoranda of Understanding signed with government authorities but never fully implemented. The new salary structure, he said, was expected to take effect from January 1, 2025.

“We must make it clear that this issue we are talking about was discussed at the transition team and government is aware,” Mr Bampoe Addo stated.

He also referenced assurances given during the parliamentary vetting of the current Minister for Labour, Jobs and Employment, who had pledged to resolve the matter upon assumption of office. He noted, however, that no meaningful progress had been made despite these commitments.
