A total of $431 million from the Annual Budget Funding Amount (ABFA) has been earmarked for the Accra-Kumasi expressway project, the Public Interest and Accountability Committee (PIAC) has disclosed.
The revelation was made during the launch of PIAC’s 2025 Annual Report, which took place in Accra. The event was attended by key stakeholders including Prof. Henry Kwasi Prempeh, Executive Director of the Ghana Center for Democratic Development (CDD-Ghana), Richard Ellimah, Chairman of PIAC, Edward Yaw Afriyie, Vice Chairman of PIAC, and Sena Dake, a member of PIAC.
Call for Greater Transparency
While acknowledging the significance of the infrastructure project, PIAC called for greater transparency in the utilisation of the ABFA funds. The Committee stressed the need for clear disclosure mechanisms to ensure that the earmarked resources are applied efficiently and achieve the intended developmental impact.
Richard Ellimah, Chairman of PIAC, emphasised that accountability in the management of petroleum revenues remains critical to building public trust and ensuring value for money.
Background on ABFA
The Annual Budget Funding Amount represents the portion of Ghana’s petroleum revenues allocated to support government budget expenditures, including priority infrastructure projects. The Accra-Kumasi expressway is considered one of the nation’s most strategic road corridors, and the injection of ABFA funds is expected to accelerate its development.
PIAC’s Oversight Role
PIAC, established under the Petroleum Revenue Management Act, 2011 (Act 815), is mandated to monitor and evaluate the management of Ghana’s petroleum revenues. The Committee’s annual report serves as a key accountability tool, providing independent assessment of how ABFA and other petroleum-related funds are utilised.
Prof. Henry Kwasi Prempeh, who spoke at the launch, echoed PIAC’s concerns, noting that transparency and adherence to due process are essential to preventing waste and ensuring that major infrastructure projects deliver tangible benefits to Ghanaians.
Looking Ahead
PIAC urged government to provide detailed breakdowns of the $431 million allocation, including procurement processes, contract awards, and projected completion timelines for the expressway project. The Committee further recommended enhanced parliamentary oversight to track the implementation of ABFA-funded projects.
